You can walk into most any bank and get a cash advance or use the atm machines if you have a pin number. IF you have no pin then call your cc company and get one almost instantly.
Beware there are fees involved with this transaction so do not get right up to your limit or you will be overdrawn on the account.
All banks that issue credit cards do cash advances. If you have a mastercard credit card, you can get the cash advance from any bank that accepts mastercard but it actually comes from your issuing bank.
