Most major credit cards allow cash advance. The interest rate is higher than purchases and interest starts to accrue immediately — no interest free grace period. There is often a cash advance fee of about 3%.
If your credit score is excellent and you have a long credit history, you will find many credit cards with high credit limits and allow cash advances.
As you fall below that category, the credit limit will be reduced but most will still allow cash advances.
If your credit score isn't very good or you don't have a long credit history, you will be lucky to be approved for any unsecured credit card. If you fall into this category and lucky enough to get approved for an unsecured credit card, your credit limit will likely be no more than $500.
